RFP Buried in Compliance Docs? Extract Requirements First
AgentLeverage Team
1/30/2026
A federal RFP can bury the proposal under FAR, DFARS, PWS pages, and shall-statements before capture even starts. Extract the requirements first. You still verify every shall before you bid.
AgentLeverage does not currently ship a live Contract Analyzer. We also do not ship a Document Summarizer. This page is not a shall-statement extractor, not a bid/no-bid decision, and not a certified contract record.
Requirements extraction vs a live contract tool
GovCon documentation is heavy: multi-hundred-page solicitations, DCAA/FAR/DFARS reporting, program reviews, contract mods, and proposal volumes. A dedicated contract analyzer would pull shall-statements, Section L and M, and unusual clauses from the PDF. We do not ship that run. Do not expect a live Contract Analyzer from this page, and do not treat a chatbot paste as the signed solicitation.
What you can do today with a live tool is recap the program review or capture meeting you already have notes or a transcript for, and label who said what on a recording. That is a first pass. You still build and verify the compliance matrix before you bid.
Search the public RFP for "shall," Section L, Section M, CDRL, and PWS. Open those pages in the source. That is still your review.
If the job is a first-pass recap of pasted contract text or intake notes, not a clause extractor: how to summarize legal documents first, then read the clauses
What AI tools for government contractors do here
The live catalog is not an RFP reviewer. The jobs that do exist are program-review recaps, speaker-labeled recordings, public headlines, and invoices that are actually invoices.
Market-intel platforms (GovWin, Govly, Bloomberg Government) track solicitations and awards. Live meeting tools (Otter) join the call. Those are different products. We do not sell them, and we do not replace them.
Program review and capture-meeting recaps
After an IPT, a kickoff, a status meeting, or a capture review, the notes scatter across a pad, a chat thread, and whatever people remember in the hallway.
Meeting Summarizer turns pasted notes or a transcript into a recap, decisions, owners, and action items. Guest runs are free (5/day). It accepts TXT, DOCX, VTT, and SRT. It does not take a scanned RFP or PWS PDF, and it does not transcribe audio. You still review the recap before you file it as MOM or send it to the program team.
That is recap and notes, not clause review.

Recordings that still say Speaker 1
A Zoom, Meet, or Teams export that says Speaker 1 / Speaker 2 is not yet a usable program record.
Speaker Separation labels each voice. You rename Speaker 1, download isolated stems or txt/srt, and review overlapping turns. Guest runs are free (2/day). This is a working labeled transcript. It is not a certified transcript, not a contract file, and not a substitute for whatever recording-consent rules apply where you work.

Public headlines, not SAM.gov
Award stories and agency press releases still show up as tabs. News Analyzer returns bias, entities, sentiment, and a summary from a URL or paste. Guest runs are free (10/day). You still decide what, if anything, changes capture. It does not scrape SAM.gov, match opportunities, or digest a 300-page solicitation.
Invoices that are invoices
A vendor invoice or a subcontractor bill is a different file than a PWS or a contract mod.
Invoice Processor extracts vendor, date, amount, and line items from a PDF, PNG, or JPEG. Guest runs are free (5/day). You still review exceptions. It does not pull CLINs, FAR clauses, or flow-down language from a solicitation.
Sensitive government information
A critical check for any commercial AI tool: data classification.
Unclassified / public solicitations. Public RFPs and unclassified internal notes are the usual fit. Review your prime contract and agency security rules before you upload anything that might be CUI or FOUO.
CUI and higher. Commercial tools, including ours, are not a classified system. Consult your FSO and ISSO before processing CUI, FOUO, or classified information with a commercial AI tool.
Best practice. Write an internal rule for which files can leave the building, and train the team on it. A guest run on a public solicitation is not a green light for the rest of the contract file.
What you still review
A first pass compresses the pile. It does not bid, sign, or certify for anyone.
Check before you share the recap or use it in a proposal file:
- Every shall you quote in a compliance matrix
- Evaluation factors and weights in Section M
- CLIN, CDRL, and due-date language
- Speaker 1 labels you have not renamed
- Whether the file even belongs in a recap tool (a scanned RFP does not)
- Classification. If it might be CUI, stop.

Frequently asked questions
What AI tools do government contractors actually get here?
Program-review recaps from notes or a transcript, speaker labels on a recording, a bias/entities/sentiment pass on a public news URL, and invoice field extraction when the file is an invoice. Not a live Contract Analyzer. Not a Document Summarizer.
Does AgentLeverage ship a live Contract Analyzer?
No. Contract Analyzer is not an enabled tool. After the program review or capture meeting, Meeting Summarizer can recap notes (guest runs are free, 5/day). That is not RFP review.
Can I recap a program review without an account?
Yes. Meeting Summarizer guest runs are free (5/day). Paste notes or upload TXT, DOCX, VTT, or SRT. You still review the recap. Meeting Summarizer does not transcribe audio.
Can Meeting Summarizer extract shall-statements from an RFP PDF?
No. It recaps pasted notes or a transcript. It does not ingest a scanned solicitation, build a compliance matrix, or flag FAR/DFARS clauses. You still extract and verify requirements in the source.
Is this a certified contract record or a bid decision?
No. This is not a certified transcript, not a CUI system, and not a substitute for capture or contracts review. You still verify the matrix before you bid.
What about CUI or classified files?
Do not upload them to a commercial tool unless your FSO/ISSO has signed off. Public solicitations and unclassified notes are the usual fit.
